PF Withdrawal – Part I: Forms and Procedures

Overview

The PF withdrawal procedure has undergone radical changes over the last two years. Earlier, you had to approach your previous employer to settle or transfer your EPF account. Even partial withdrawals required employer assistance. Then, after the UAN (Universal Account Number) based forms were introduced, employer assistance was removed from the loop.Main thing is only eligible people can apply this.

Now, a single EPF Composite Claim Form can help employees withdraw (partial or advance) without employer assistance. Find out how to withdraw your EPF quickly and without having to visit your (current or past) HR department. Provident fund is retirement fund management of EPFO.  

Background

In 2016, the EPFO made all forms UAN based. Hence, Form 10C (EPS Withdrawal), Form 19 (EPF Final Settlement) and Form 31 (EPF Partial Withdrawal) were all linked to the UAN. For members who had activated their UAN and updated their KYC, employer verification was no longer necessary. Therefore, the process became more convenient and less time-consuming.


In February 2017, the process was further simplified with a single Composite Claim Form – for Aadhaar and Non-Aadhaar. If your bank account number and your Aadhaar are linked to your UAN, then the process becomes quick and seamless.

Composite PF Withdrawal Form

Below, we will lay out the procedure for using this Composite form (with and without Aadhaar) for making EPF withdrawals. First, you need to obtain the applicable Claim Form from the EPFO’s website. Before you proceed with filling up either of the forms, have the following information ready.

  1. UAN
  2. Aadhaar card number
  3. PAN (in case service period is less than 5 years)
  4. Date of joining the establishment
  5. Date of leaving service (not required if applying for part PF Withdrawal)
  6. Bank account details (for Composite Non-Aadhaar form)

You can use the Composite Claim form for PF Withdrawal for the following purposes:

  1. Final EPF settlement
  2. Partial EPF withdrawals for the following purposes:
  • Housing loan (or repayment thereof) / Purchase of site, house or apartment / Construction (including renovation) of House
  • Illness of self / family member
  • Marriage of self / son / daughter / brother / sister
  • Higher education of children
  • Natural calamity
  • Investment in Varistha Pension Bima Yojana

3. Pension withdrawal benefits (if your service period is less than 10 years)

Composite Claim Form (Aadhaar)

Download and print the form. This form is applicable when the member’s complete details (as filled in Form 11 – EPF Declaration Form) including their Aadhaar number and bank account details are available on the UAN portal. The UAN should also be activated. You can submit this form to the concerned EPFO office without attestation from the employer.

Composite Claim Form (Non-Aadhaar)

Download and print the form. This form is applicable in case you have not updated the above mentioned details on the UAN portal. You will need to obtain your employer’s signature along with designation and official seal. In addition, you must attach a cancelled cheque or a self-attested copy of the first page of your bank pass book. Your name should be clearly visible on these documents.

Form 14 – Withdrawal for Financing a LIC policy

Use this form if you want to make an investment in LIC and want to finance the same through your EPF account. Make sure you include the policy number and date, the sum assured, etc. You will also need to declare in the form that the policy is free from any encumbrances. The employer must sign the form and place his official seal prior to submission.

Form 13 – Transfer Claim Form

If you want to transfer your account, then you can go with the revised EPF Form 13. You will need to provide complete details of the previous EPF account as well as the existing account. You have the option of getting the form attested by either your previous employer or your present employer. If the form is attested by your previous employer, the time taken for settlement will be comparatively lesser.

Composite Claim Form in Death Cases

This form can be used by the family member of the account holder in case the latter has died. This composite form allows the nominees of the account holder to claim EPF, Pension, and Insurance (EDLI) together. Signature and seal of the employer will be necessary. In addition, you will need to submit the following:

  1. Death Certificate of the EPF account holder
  2. Joint Photo of all the claimants
  3. Date of Birth certificate of children claiming pension
  4. Scheme Certificate (if applicable)
